We would like to announce that a Research under the Spectrum Research Collaboration Program (SRCP) titled "Issue of Spectrum Cost versus Network Cost" (Ref. No.: SRCP-07-UNIM-01) has been successfully completed. The research is lead by Dr. Cassey Lee from University Nottingham Malaysia Campus (UNiM). There is currently an intense debate in the literature about the efficient means of spectrum allocation and assignment within the context of new radio technologies and wireless applications. In this debate, it is generally agreed that the fundamental goal of spectrum management policy is not simply to promote efficiency at all costs. Rather, the goal is to promote more efficient uses of spectrum that take into account other social and economic values, including the availability and reliability of existing services and the promotion of new network investments. The research project aims to shed some light on the tensions between spectrum size and network costs by using a ‘comparative institutions’ analytical framework. More specifically, the study will undertake an economic and institutional analysis of how and the extent to which such tensions can be moderated. On the basis of the economic and institutional analysis, operational decision criteria and/or economic tests will be formulated that may be applied by a spectrum regulator such as MCMC.
